About Me At children's institute, our dedication to creating equitable futures for children in oregon draws inspiration every day from the enduring legacy of the civil rights movement and black. Elena rivera is ci’s senior health policy and program advisor and a mom! at ci, elena is responsible for establishing strong linkages between health and early learning in policy and advocacy efforts, including focusing on oregon’s health system transformation to improve outcomes for young children.
